The Criminal Injuries Compensation Authority (CICA) is a government organisation that can pay compensation to people who have been physically or mentally injured because they were blameless victims of crime. Compensation may be paid in circumstances where the offender is not convicted of the crime causing injury and where the offender is not identified or caught.
